Surprising Cabinet decisions taken on 21.07.2023

On July 21, 2023, the 62nd "Cabinet Meeting" took place in the 3rd Floor Conference Hall of Lok Seva Bhawan, Bhubaneswar, under the leadership of Sri Naveen Patnaik, the Chief Minister of Odisha. The meeting was attended by the Hon'ble Ministers of the State Cabinet. In total, 17 proposals from 11 different departments were presented and approved during the Cabinet Meeting.

The approved proposals are as follows:

Mission Shakti Department:

1. Mission Shakti Scooter Yojana: Full interest Subvention on bank loans up to Rs. 1 lakh to purchase a scooter of their choice.

Panchayatiraj & Drinking Water Department:
2. Construction of Buildings for Vana Surakshya Samitis: Construction of around 10000 buildings across the states for the VSS.

Co-operation Department:
3. Provision of 5700 Crore for "Interest Subsidy-Subvention to the Cooperative Banks / PACS for five years to ensure adequate credit flow in agriculture at an affordable interest to farmers."

4. Provision of funds for corpus funds for Procurement of oilseeds & pulses by SLS (MARKFED-Odisha) under Price Support Scheme (PSS).

Skill Development & Technical Education Department:
5. Restructuring of Odisha Employment Service Cadre.

General Administration & Public Grievances Department:
6. Amendment of Combined Technical Services Recruitment Rules, 2022.

7. Amendment of Combined Graduate Level Recruitment Examination for group-B and Group-C Specialists Posts or Service Rules 2022.

8. Appointment of Prof Choudhury Suryakant Mishra and Sri Gauranga Charan Sahu as Members in Odisha Public Service Commission.

9. Amendment of Combined graduate level Recruitment Examination for Group-B and Group-C of different State Cadre posts Service Rules, 2022.

10. Approval of the Annual report of the Hon'ble Lokayukta, 2022.

Tourism Department:
11. Approval of Odisha Tourism Service Rules, 2023.

Food Supply and Consumer Welfare Department:
12. Framing of Odisha Civil Supplies Market Intelligence Service (Method of recruitment and Conditions of Service) Amendment Rules, 2023.

Health & Family Welfare Department:
13. Approval of Rs.1001.14 Crore for expanding Comprehensive Cancer Service across the state. Eleven cancer care units will be built up.

Works Department:
14. Widening & strengthening of Marshaghai-Jamboo Road in Kendrapara.

Water Resources Department:
15. Mukhyamantri Canal Lininig Yojana.

Proposal for the extension of One Time Settlement Scheme of arrear water rates dues of Central/State PSUs, Central/State Government units, organizations, and Private Industrial, Commercial, and other establishments.
Electronics & IT Department:
17. Proposal for the introduction of Odisha Semiconductor manufacturing and fabless policy to facilitate investors to enter into the manufacturing of semiconductor / electronics chips in the State of Odisha.

After the conclusion of the meeting, Hon’ble Minister, Smt. Tukuni Sahu, and Hon’ble Minister Sri Atanu Sabyasachi Nayak briefed the press about the decisions taken in the cabinet related to Mission Shakti Scooter Yojana, Approval of implementation of the new scheme for the Construction of buildings for Vana Surakshya Samiti (VSS), and the interest subsidy/ Subvention to the Co-operative Banks/ PACS related to crop loan, respectively.

Furthermore, Chief Secretary, Odisha Sri Pradeep Kumar Jena, IAS, briefed the Press about the other 14 agenda items on which decisions were taken during the Cabinet meeting.
